What age is appropriate for a Playmobil ambulance?

Is it illegal to pass an ambulance with its lights on?
You must not pass an emergency vehicle that is about to back into, or is backing into, the driveway entrance of a fire and/or EMS station. It is illegal to pass or follow within 500 feet of a moving emergency vehicle with its’ red or blue lights on and siren operating. Warning to drivers: not moving out of the way of an emergency services vehicle could lead to a fine. Drivers are being warned that moving out of the way incorrectly for an ambulance or another emergency service vehicle could land them in hot water – and even facing a fine.
Are red and blue lights illegal?
